Thanks for the links. I'm however looking for information pertaining to why some developing countries chose not to invest in the use of high and very high resolution imagery. For example, cost, lack of experts to process the imagery, funds directed elsewhere or general knowledge that some of the problems they require this imagery for would have them needing it very regular and for large areas which covers all the previous examples to some extent.
