I am trying to build a stronger understanding on the two aspects of governance capacity and legitimacy and I want to identify some core literature and potential theoretical framing surrounding the topic
There are two books I'd recommend which I believe will give some perspectives and put you on the right path to finding more on the issue:
1. State Building: Governance and World Order in the 21st Century
2. Political Order and Political Decay
Both books were written by Francis Fukuyama.

One article of Gerry Stoker shall be helpful to you "Governance as Theory : Five Proposition". There is also need to consult the world bank documents of governance.
