EIA is a planning tool that is now generally accepted as an integral component of sound decision-making. In India, what we follow is the EIA Notification issued by MoEF and there is no separate protocol. Kulvir Singh has very appropriately answered the question and suggested the link.
In case if you have any other confusion please let us know. For which specific aspect you thought you should have protocol for EIA ? Probably it is difficult to work out socioeconomic impact of the project.
In Ecuador is only for specific activities, every start with a baseline studie with two principal components: the biophysic caracterizatoin and the social environment, there appear indicators that must to be evaluated in every kind of project. The project must to identify the more risky activities and every warning activity must to have an especific monitoring plan. Off course EIA has protocol both in an international obligations and national protocols. Every EIA studies must follow international conventions, treaties, guidelines and standards and nationally it is binding instruments of national Acts and regulations. Without following such legal instruments we canot go ahead for EIA process. Most of these are related to the environmental protection and biodiversity conservation. Beyond these some human associated protocols we must follow. Thus EIA is a legally binding tool which is applied worldwide.
Each country may (or may not) have their own protocols and in India Ministry of Environment and Forests (Govt. of India) published EIA for specific areas like mining, quarrying etc.
