You're absolutely right to be suspicious Scopus is a citation and abstracting database, not a journal or publisher, so any invitation claiming to be from Scopus directly is immediately questionable.

The fact that the so-called editor refused to disclose the names of the journals supposedly indexed in Scopus is a major red flag. Genuine journals are transparent about their indexing status, editorial board, and publisher. This kind of vague, evasive communication is a classic hallmark of predatory publishing operations.

These schemes often use the Scopus name deceptively to lure authors with the promise of fast publication and indexing. I’ve come across several similar cases lately especially where unknown publishers flood researchers with unsolicited emails, hoping to cash in on the pressure many feel to publish in indexed journals.

"Betty" from the BiLingual Publishing Group is apparently the source of the email which implied that she represented a "Scopus journal". A later email identified it as a "Scopus listed journal". Their website https://www.bilpubgroup.com/ does show a number of journals with multiple issues and multiple articles per issue. However, the misleading solicitation from the journal makes me skeptical of whether there really is rigorous peer review, rather than a sham review process. Hopefully someone else on RG will have more insight into the BiLingual Pub Group.
