What is the best Matlab (or Python) - open source high level - package for GPR processing and visualization - to work on as an user, or to software development?
What about OpenDtect/Madagascar - again - for GPR processing and visualization - to work on as user, and to develop? Is there enough available plugins?
The R language (https://cran.r-project.org/) is an alternative to MATLAB or python.

RGPR is R package to visualize, analyze, process and interpret ground-penetrating radar (GPR) data. It can read .dt1, .rd3 and .segy GPR data file formats, plot GPR data in 1D, 2D, and 3D. There are not that many processing functions but because this is an on going project, more functions will be added in a near future.

Do you intend to do 2D or 3D visualization (or both)?
Python matplotlib is similar in quality to matlab plots (although you have a lot libraries for this in Python). If you intend to do 3D plots than I would advise VTK (http://www.vtk.org/), or the vtk-based Mayavi (http://docs.enthought.com/mayavi/mayavi/).
I've actually developed a geostatistics software that has been used for reservoir modeling (including with seismic maps). It's called GEOMS2 and you can check it here: https://sourceforge.net/projects/geoms2/.
In this software I've used wxPython (http://www.wxpython.org/) for the graphical user interface (GUI), matplotlib (http://matplotlib.org/) for 2D and some 3D plots, and mayavi for the 3D visualization (also numpy and scipy for the data processing and calculations and others for many different purposes).
An important point is that you should know that high level languages are slower than low level ones. Also they consume far more memory so be careful with the size of your data.
If you can save your GPR data in SEG-Y format, you can use MATLAB with Crewes scritps (www.crewes.org) for processing and visualization of 2D data.
MATGPR_R3 is highly recommended. try it. MATGPR_R2 is a complete open source one.
I am developing something at the moment based on a biding Python / OpendTect (and all what could come with it, i.e. Madagascar). This is not really processing ss it is the first step (annoying) of placing accurately your data in 3D and visualising it.
I can provide the sources (not finalised by lack of time).
MATLABGPR is very easy. it works into matlab with a GUI.
you can import all data formats... and export.
As suggested before, Opendtect has a GPR plugin to import some GPR data and you can wrrite your on plugin to import another data formats.
processinfg is easy with madagascar routine, and it has an integration with GMT to generate maps.
there is a an option to generate 3D cubes from 2D data that it is useful if you work with several 2D lines.
