There are differences in opinions that what should be the criteria for creation of new district in a region. Whether the criteria should focus on political motives, or social , economic, physical or administrative incentives?
I would appreciate if someone refers to a document or published studies.
Of late, the criterion is mostly political.
But it should be based on population dynamics, area, backwardness and need to bring the region into the mainstream .
There are numerous methods, and each method depends upon for which purpose/needs you are delineating region and their boundaries. Are they economic regions/zones? Agro-ecological regions? Socio-political?
One of the best compilation of such methods are done by Walter Isard in "Methods of Regional Analysis" 1960 published by MIT, USA.
