i use anodic electrodeposition of Manganese oxide on the on the stain steel collector current; using sulfate manganese as an electrolyte. the problem is after a while the film of metal oxide separate from the surface.

Film peeling off from substrates usually results from too-thick coating. If you do not care about the film thickness, I bet reducing the electrodeposition time can improve film adhesion.
If you need to fix the thickness, besides the suggestions given above, I think polishing the stainless substrate with a piece of sand paper could help. Roughening the substrate surface can increase anchoring sites for metal oxides.
