I'm sorry that its due to restrictions in Iran. I still believe its due to other reasons. Without further details a publisher would read your introduction and wonder why its not a review of pre-established technology. I suggest resubmitting the article and clearly outlining why your engineering technology advances the state-of-the-art. In addition please show your paper to your faculty advisors. Ask for publishing advice. Publishing without a faculty review is very unusual. Traditionally the teacher, professors or faculty guide you in this process. One benefit, to maintain the professional status of the school's programs. -- Besides the above advice I believe you should publish the paper in an Iranian research journal. With that you'll be establishing that your work is a -new- innovation. I believe that is a larger concern versus Iranian censorship. (By the way, is it internet restrictions or the subject itself - working around web access is much easier).

Ali Sabahi Ali, I posted a 2nd response last night and I’m following-up today with 4 questions and a contact for a automotive engineering professor in the UK.

1)__ You made 2 statements ; (A) "it has been sent to a reputable journal for acceptance, but unfortunately they have not yet responded”. -and- (B) “I am facing the problem of publishing an article due to living in Iran and the sanctions that exist.” — Please tell me which of the two statements is the major problem ??? (N.B. - also see question #3). With what you provide no would be able to submit the paper because you don’t insure a viable two-way path of communication. For example; with the censorship how would provide the paper and facilitate edits requested by the publication ??

2)__ So far you haven’t shown why your technology differs from current turbo engineering and design. Without more information I have to conclude the “reputable journal” has not responded because your work does not advance the current “state-of-the-art” for turbos -or- the abstract itself does not make this clear. — It’s important to recognize what the current technology accomplishes and compare it to your work — For example; specifically and concisely state why & how your idea(s) are different and better.

3)__ You say, “the problem of publishing an article due to living in Iran and the sanctions that exist.” — Are you trying to publish in a journal outside of Iran ?? -- If so, how can you be sure the journal has tried but can’t communicate with you because Iran is also censoring in-coming communication. — The usual method to maintain privacy and minimize being tracked is to set up a personal internet account along with a VPN (virtual personal network) account. Can you do this ???

4)__ As a PhD student are you be advised and/or guided by teachers / professors ?? In my country the professor and student jointly submit the article for publication. Typically the professor is listed as “principle investigator” - the student as “primary researcher”. This format eases the acceptance of a paper for publication. And maintains the professional standing of the university. In addition, on an on-going basis, the professor is expected to advise you on how to submit and organize a paper for professional publication. - Have you been advised or are you encountering this independently ???

5)__ Another source for help is a university professor in the UK. - His name is Kristaq Hazizi and he is a Doctor of Philosophy Teaching Fellow in Automotive Engineering at Coventry University, United Kingdom. More to the point, I have no idea how you can read my last message, consider my questions and then conclude they are not relevant, bypass them and them and ask for a new journal. -- So…my answer is no. -- I will not offer any more help until (1) you show me the difference between current state of the art of turbo engineering versus your soolution(s) (2) respond to my previous messages.

Suggest you contact the journal's EIC. They owe you a response.

Ali Sabahi Ali, I agree with Phil Geis. - At minimum the editor-in-chief (EIC) should describe why they never responded and, in addition, if they rejected your paper, explain how it could meet their requirements for publication. I hope your restricted internet access doesn't prevent this.

I visited the Iranian Journal of Mechanical Engineering web site. They list the Journal’s reviewers. I attached a PDF with 20 names that are on the faculty at various branches of Azad University....and also...part of the Journal’s peer reviewers. They should be easy to contact.

In addition found Hamidreza Tabatabaei is on the faculty at the Kashan Branch (Ali's school) of Islamic Azad University…and, in addition…is a reviewer with the “Iranian Journal of Mechanical Engineering”. —— yes, “whats going on” ????
