A question: Are there international standards for defining visual pollution?

Has the World Health Organization defined foundations or criteria for determining visual pollution, or are there other international standards?

These are normally local. Depends on many factors, when I was working on Environmental Impact Assessment in Europe we used local standards for hydrogeological pollution, noise, and soil. I suggest you also check the world bank as they give guidelines for EIA reports.
