In recent past, some of the conference organisers are mentioning that the "best papers" presented in the conference will be published in reputed National/International journals. Since the paper/research work is already published in the conference proceeding, how it is possible to publish the same work/paper into the journal.
Can any one clarify....

In general, the conference chair / journal editor will ask the authors of such papers to substantially revise and/or extend their papers. Otherwise, this indeed would not make sense.

Hello Senthil, I wouldn't publish a proceeding as a journal, unless I have done more solid work, collected more data and have a significant contribution. Otherwise, it would be self-plagiarism. Our research must extend the knowledge base, let's do this! Thanks.

as previously mentioned, a same paper should not submitted to conference proceeding and journal and more improvements especially in the results section should be done carefully. one of my friend had this situation and the editor asked him to extent the paper.
"It's unethical of me to publish similar papers in two competing publications, so I'll withdraw one", which might make you feel good, but leaves you 1 paper less.
Publish both the conference and journal paper and do your best to have some differences between them (i.e., they're not word-for-word identical or don't have passages copied wholesale).
Honestly, the most important issue here is that you're not copy-pasting content verbatim and submitting to multiple journals hoping that neither knows of the other and get it passed through both review processes.
If I were you, I would have (and have)
submitted a conference paper discussing the objectives, a brief sketch of the methodology, significance of results and some figures if any, and
submitted a journal paper with a deeper literature review, in depth explanations of methodology with proofs, if any, detailed figures that are different from the conference submission.
This is a perfectly acceptable practice and strikes a fine balance between the need to disseminate information quickly, stake your claim to being "first", and being fair to the academic process.
It is not only unethical, but also self plagiarism. Conference proceedings are articles that are written with the goal of being accepted and journal articles require the work to be more comprehensive and self-contained in return. Even after with few modifications and also even after citing (the proceedings) , still the content has lost its originality. As first criteria for publishing in jorunals is the primary research of the author has not been fulfilled. The articles has already lost its originality.
I say up to 70% of new addition data, literature and discussion or else it will look like similar work and even standard journal or reviewer will reject it because this work been done before regardless who is the writer (you or other scientist)
