A model generally consists of the relationships among a set of variables. So, if your initial work produced a set of inter-connected hypotheses, then the answer would be yes.

I totally agree with Prof Morgan. In light of his response, therefore, the qualitative work only helped you to design the questionnaire by identifying relevant contructs related to phenomenon under consideration but did not produce a model - hypothesised relationship between identified constructs.
