9-BBN is a standard lab chemical for hydroboration. If you found this in a natural oil it means either the sample preparation involved a contamination or the production facility is contaminated or the plants grew in a contaminated field.
In the second and third case, this oil would have to be graded "not essentially at all" and "quite harmful, actually". Among the GHS statements you have:
Causes severe skin burns and eye damage. May cause respiratory irritation. Suspected of causing cancer.
So let's hope that something in the analysis went wrong...
