It's been two months since I submitted my paper to a Hindawi journal and an Academic Editor is yet to be assigned! How should I proceed with this, and how much time should I expect for them to assign one and respond?
I've heard paper writing should be done, submitted, and forgotten about since journals are so slow to respond.
There seem three courses of action. First, you might follow the advice you have heard -- after submitting the paper, simply wait until you eventually get feedback from your reviewer(s). Second, you could contact the editor and express your frustration, especially if time is critical for you as an upcoming tenure review. Third, you could write the editor and say that you are withdrawing your paper from review at that periodical and then submit to another journal. Best wishes for publication success!

Has editor/reviewers been assigned this time or are you waiting (again)? Is it any better with the second journal. I personally find it is very dependent on the journal and what that editor is like and we can accidentally over-generalise that it is certain publishers.
