Water is good conductor of electricity while fat is a bad conductor. So, the quantity of water and fat will affect the capacitance of milk.

Interesting question. I see that by knowing the dependence of the electrical transport properties on milk fat and composition could allow to make a sensor to evaluate milk quality in an easy and cheap way.
answer on second question, as you know molecules like fat, protein has certain charge on due to their overall electron activity. if we applied external electric charge than the external potential will cause change in energy level of the molecules. as we applied high potential i.e high current electricity molecules will starts to hydrolysed. (just a hypothesis ; in fat electric current my cause rancidity.)
