for writing a review article, the researcher should know the process of review research. then, prepare the report according to journal guideline for submission.
A big problem for journals is there are to many reviews that are too similar to previous reviews or just literature lists of papers that are relevant for a subject. A review should produce an overview that goes beyond that was published before.
First, analyse very carefully the subject you are interested in and which review papers are already there. Then write the motivation/aim of the paper and be very critical if you have something that sounds strong on new insight. You can often discuss the manuscript outline with a reviewer of the journal you are interested in publishing in before you make the full manuscript and also try to get opinion by other researchers in the field.
If you cannot find something that goes above that as published before it is better to use the literature overview you have to identify new experience that the field needs and use the literature work as the introduction to the paper about the new experiments.
If I have not discouraged you from writing the review on hospital wastewater my recommendation for a journal is Science of the Total Environment. Several papers on the subject have been published here the last years and reviewers and editors have the ability to evaluate a manuscript with a wide spread in disciplines.

Thank you for reply sir.The main problem is that only .Too many review paper already been published before 2015.I have send my paper but people said that this is already been done.I have highlighted operation parameters as well as adequate treatment schemes but not able to publish it.
Then you will have to come up with something new. Either explain why some of he treatment schemes should not be used, or why the effluent should be recycled, or suggest a new scheme, or suggest a method of recovering medcines from the effluent. I believe this was done for the antibiotic Penicillian in the early days.
