Hi, why in non-dividing cells the silencing effect of a gene by siRNA is lost after few weeks?

I know in rapidly dividing cells, the silencing of a gene by siRNA is lost because it gets diluted each time the cells divide...but in case of nondividing cells why it doesn't last till the cell...

What is the use of doing siRNA transfection with NC scrambled siRNA for negative control cells? Why we just don't transfect them since they are just a negative control? Thanks
