In Textile Reinforced Concrete is a novel construction material consisting of a cementitious binder and a textile reinforcement. Without using a course aggregate why the topic is named as Textile Reinforced Concrete? and why the topic is not named as Textile Reinforced Mortar Concrete?

I can understand your doubt and I’m agree with you that aren’t proper concretes the composites that you talk about. But mortar concrete can’t exist as technical word, if aggregate is composed by fine and coarse sand, maybe with fine filler to close the curve you are in the range of mortars. Concrete begins from the addiction of gravel size.
Sometimes fine gravel can be used for Self Compacting Concrete that is border line material because can flow like self leveling but with more coarse aggregate and also fibers if necessary.
UHPC are special mortars that have the same wrong name according to your thinking. Even in this case there isn’t gravel and the sand is fine usually within 1 mm. These materials are called fine concretes but I’m agree with you that are definitely Ultra High Performance mortars.

I agree with Alex. I will say
1. Cementitious Binder + Textile reinforcement = Textile reinforced composite
2. Cementitious Binder + Fines + filler + textile reinforcement= Textile reinforced mortar
3. Cementitious Binder + Fines + filler + coarse aggregate + textile reinforcement= Textile reinforced concrete
Composite is a general term which can also be used in place of Mortar and concrete.

Concrete is a mixture of aggregates (coarse and fine) and cement binder. Textile or steel reinforcement is added to improve tensile properties. If one or mor sizes of aggregates is missing ( in your question the coarse size) then the mixture is still called (concrete).
Morortar is a mixture of sand and cement binder, it is used for different purpose than concrete.

Generally, Textile reinforced mortars (TRM) known in the international literature as textile reinforced concrete (TRC) ); strictly speaking, the inorganic matrix is not classified as concrete, because of the very small size of aggregates. Furthermore, In the US the new textile-based composite materials were given the name fabric reinforced cementitious matrix (FRCM) systems; a possible problem in this term is that the matrix may not be cementitious (e.g., hydraulic lime).

I agree with Alex, and I need to summarize that, concrete , mortar and steel reinforced concrete are well defined and well known. I do not agree with new names unless we need that, if you add any material for any purpose like textile, fiber, etc for mortar or concrete, you can say (textile or fiber) reinforced mortar or concrete then I agree with Amin Jafarabad.
Usually mortars are used with lime in non- structural members for workability. Concrete is used for higher strength in structural members .
