With 1 water soluble and 1 insoluble protein, i will use emulsion method to creating a nano formulation. What do i do if both are water soluble?

I have a protein that is water soluble. I have purified it and cross linked it and have stored it but i want to encapsulate this on another protein which is also water soluble. How would i nano formulate both if both are water soluble? Should i see another method or should i perform a different way?
