I do not know this journal since this is not my field, but here are some thoughts about page costs and publishing: There and many thgings you need to consider when choosing a journal for your paper. Obviously, you need to choose an appropriate journal. As a former journal editor, I regularly recieved submissions that had nothing to do with our subject. Needless to say, they were returend to the author without being reviewed. You want to choose the most prestigeous journal in your field, but have to temper that with what journal in your field is most likely to publish your paper. A good paper will shine regarless of journal. Finally, you need to determine in advance what the costs of publication are. Many professinal societies publish journal and have page costs. But they will often waive the page costs for socieity members. Some journals are publihed my "for profit" presses have no page charges, because they have high subscription costs and they know libraries will subscribe that's how they pay for their costs and make nice profits. Then there are a slew of new journals--many of them are on-line journals-- that charge for publishing and have very high page charges. I am bobbarded by e-mails from these entities almost every day asking me to submit a paper to help them complete and issue (some of the e-mails are so poorly written that I cannot believe anyone responds to them). Sometimes, these on-line journals do not let you know about page charges until the paper has been accepted and sometimes not until it is published, when they send you invoices. Before submitting a paper to a journal, you need to carefully research the journal to learn about things like page charges and other costs associated with publishing your paper. A quick and easy way is to talk to others in your field who have published with a journal you are considering.
