There are many factors
1. Depends on the roughness your substrates.
2. As length increase with constant diameter i.e. aspect ratio increase, they tend to bend. (enhanced if your substrates are placed vertically during hydro thermal reaction)
3. If your using seed layer, then uneven distribution of seeds with varying size can alter the growth direction.

Try Decreasing the turbulence in your growth method
Try putting a masking layer on the substrate, and allow the grow in a specific pointed which begins to act as a seeding zone.

I have not grown ZnO nano rods, and published a paper on their oriented growth normal to the surface on by in thin films by magnetron sputtering technique, which is a vapor phase deposition technique, and is totally different from the chemical technique which you are using.
I was only suggesting some methods of how to achieve oriented growth in your case.
