Among the 4 skills namely Listening, Speaking, Reading and Writing, Writing is quite difficult to teach because of the various nuances involved in it. Unless one is proficient in the other three skills it is very difficult to master the skills of writing. Even an expert finds it very difficult to impart writing to students at any level, right from the intermediate stage to the Post Graduate level.
Writing requires a different kind of organization then speaking, and much more detailed organization. Writing is also less forgiving of grammatical and other technical errors.
This is not only an issue for foreign language students. Native speakers often have great difficulty writing well, also.

From my experience, to be able to write well, one needs workable knowledge of words and grammar, language styles, organizational patterns of information, connotations and tones of the language, and communication strategies--well, more may be added to the list.
The difficulty arises as the number of writing courses offered in school or college is relatively much less than what students need to know and practice. Besides expecting students to sharpen their writing skills on their own outside of class seems like a false expectation.
Well, I think these are some of the reasons why teaching writing in an EFL class is a regular headache to EFL teachers.

Writing is difficult in the comparison of listening ,speaking & reading in the sense that all the three areas have direct application to the student as this involves a direct action .
So far as my training goes writing also not be that much difficult for the student if we take a little change in our system in teaching .During early time teacher used to take for explaining for the students on the subject ,they use to take directed recourse to black board,& this practice was prevailing in the university level also .
In computer age may be the practice may turn out null -void ,we feel that the use of notebooks in certain explanatory problems may work out a timely reaction for writing .
In my early days i study the idiomatic phrase name 3 R's namely Reading ,Writing & Arithmetic where Writing is given the equal importance .
