In the model that I have, I used lumped port as excitation because I need 1 volt source, when I choose solution type Modal, the result (voltage in output) is around 1mv as I expected, but when I choose terminal Modal, the result is near zero (Micro volt). which one is reliable? and how can I understand I am doing correctly?

Have you used the option of Edit Source in the 'Fields Overlay' option in HFSS?
You can manually choose the power of the source in that option. Also, in this above model, why are you not exciting with wave port? IMHO wave port is more accurate than lumped port. When I excite my structure with a coaxial cable using a wave port, my simulation results and measured results are approx. similar for less than 10 GHz microstriplines.

Thank you for your answer. yes I chose 1 volt for the input port. I did not use wave port, because the port is inside the model (as I know wave port should be outside), and also in wave port I can define power not voltage. And also in output I want to measure voltage, is it possible?
From power, you can measure voltage. I thought from the image, that the port is outside. But if you put a metal cap on the wave port, it can be excited even within the structure as well and gives reliable results compared to lumped port. Also, there is some problem with HFSS EDT 2020 lumped ports. I am using the 2019 version of HFSS and the wave port seems reliable when compared to testing results. Good luck!
Hi, you can try with HFSS-19 to realize the ports. Yes, you can measure power/ voltage.
Probably the actual voltage does not matter because it is the ratio from the input to the output that you usually need to find out, and that does not depend on the input level, for linear problems.

For your circuit, you only need to know the ratio of the input and output voltages, or the ratio of the input and reflected voltages. These are S21 and S21. These do not depend on the size of the input voltage, unless you have a non-linear material in your simulation, where the current is not proportional to the voltage, for instance.
