One possible explanation can be the overlapping of calculating the value added of a subsection for two sections. For example, some tourism activities might go under both services sector and infrastructural sector. In this way, they are calculated twice.

Futhermore one needs to take into acount all other economic aspects( such as net exports, government spendings, investments) that make up GDP of a country in order to derive 100% measure.
