Why the most of the research work only limited with pen and paper ? Why the real time research very occasionally available with Ph.D. work?

I observed that most of research work under the title Ph.D. is limited with Journal/Conference/Chapters Only. Very few research work availble in ground level. Why such catastrophic situation?
