Why the background of X-Ray photo electron spectra is more at higher binding energy values?

Generally, in the survey X-ray photoelectron spectra, we observe the background of the spectra is more at higher binding energy values as compared to that of the lower values. I wanted to know, why it is so? can anyone answer me?
