Why should the minimum resistance of the ballast employed in an electrically controlled railway interlock system not be less than 6.5 ohm per km?

In a double track circuit (Indian Railways), during wet conditions the safe resistance of the Ballast is kept around 6.5 ohm per km. What could be the consequences if it falls below 6.5?

Why 6.5 why not 5 or 4?
