In order to trouble shoot your solar cell structure one has to see the dark i-v characteristics and the illuminated I-V characteristics.

I think, low current density because high series resistance which relate with type of electrode contact in your device (Au), therefore you can use another material electrode or the problem relate with thickness of this electrode, you can reread about that. High open circuit voltage mean the device has high shunt resistance, and this mean a good dark I-V characteristics is very good..

There are following possible reasons for poor current collection in your devices

1.it may be possible that main absorbing layer is not completely processed.

2. The HTL and ETL layers are not optimized for thickness and electrical conductivity.

3. poor interface between all layers.

Reduce and optimize the thickness of HTM and TiO2.
