It is not a general case. if the ophiolitic chromitites contain abundance of sulfides in that case most probably PGM present. chromitites will be enriched in PGM inside sulfides and bulk chemistry will give you high PGE. So, the parental composition of chromitite and composition of wall-rock (peridotites because chromitites was formed by Melt-rock interaction) control for PGM formation beside other factors as P, T and fluxed Melt/fluids

However, it may not be a general case, but it is well clear in many ophiolites especially those of Cretaceous age. Chromites of older age ophiolites (e.g. Proterozoic) have much better PGE/PGM.

The Cr-31 ophiolite in the Luobusha occurence in Tibet is very rich in a wide variety of PGMs. A few articles have been written on this occurence. Bai Wenji has written a number of articles on the PGM assemblages at Luobusha.

Two more pieces of information: Louis Cabri at CANMET is the PGM person and would likely have some info towards your question. Second: the latest issue of the journal "Elements" is dedicated to ophiolites.

PGE in chromitites (Bushveld, Great Dyke, Stillwater) are always associated with sulfides (i.e. sulfides as collectors of PGE). Ophiolitic chromitites generally have low to very low sulfur contents (no collectors).
