1) Use DDI (double di ionized) water in homogenizing your packeging material in water when you put these into sampling vial prior to TOC analysis,

2) Sonicare your sample vial for at least 20 to 30 minutes for homogenization prior to analysis.

Most probably discrepancy of TOC values in analysis you got due to in appropriate homogenization in solution prior to analysis.
