We know that the paper acceptance in ieee conferences or acm/springer conferences is not easy. Also it takes time approximately 6 months and money, presentation etc. But, Why is the conference paper weight less than journal article.
I guess it´s partly due to more strict and higher quality reviewing processes (e.g. also several rounds), especially in highly ranked journals. Here, the reviewers´ feedback is usually very helpful and valuable in terms of improving the paper´s quality, which is most often not true for conference paper reviews, which are short and rather superficial (of course, there are also exceptions). Also, on average, it takes more time (several months/years) to finally publish in a journal as well. Tu sum up, in most cases and due to the aforementioned reasons journal papers are of higher quality what is already visible while reading conference papers compared to journal papers.
A way to get around this problem is to write the article first that you hope to get published and then shorten it to the conference paper. Even though it sounds counterintuitive, keep all the controversial stuff in the conference paper. That way, you get peer review on this material before you submit the article for publication. After you make the relevant changes, you can submit the article for publication, knowing that you have a much better chance than before to get it accepted.
