Great question! Those with power protect and enhance it such that the price of changing the situation is very high. Some countries' peoples have not accepted the situation and paid the price to revolt and depart successfully (and then form alliances).
I believe that the concept of power is relative. More precisely, I think that power is more horizontal than vertical. For example, Michel Foucault believes that the real power is in education more than in politics ?!. I think there is invisible power in the community?!
