The cathode is made in charged state or discharged state, that is according to the counter electrode ( anode). If the Li-ion battery is metal Lithium or lithium compounds as anode, a cathode in charged state is constructured. And vise versa.
Agree with Sun Juncai. Generally speaking, it is depend from chosen electrochemical system of your Battery. If you choose, for example, Li-Ion battery with cathode based on Me-oxide and anode based on Carbon, you have in start discharged battery and cathode too. If you choose, for example, anode based on metallic Lithium ( or Lithium alloy), you can use only discharged cathode ( for example, V2O5 etc.)
Dear Raam, sorry please my typing mistake. In first case I mean composition Carbon - LiMeOx (discharged version). In second - Li (or Li alloy) - MeOx (charged version). All the best!
