If i understood your question you ask about the electrons flowing in the outer circuit to the hole transport layer. I would like to pay your attention that the hole transport layer must be connected to a metallic electrode to access the the solar cell. This electrode acts as an anode of the solar cell. The interface between the HTL and the anode metal layer must behave ohmic. In the sense that it must act as an infinite sink for electrons and holes. So, the holes from the HTL will recombine with the electrons from the outer circuit at the metal -HTL interface.
