Why electrochromic layers have linear behavior in very low frequencies in nyquist plots?

NORMALY an electrode interface can be modeled as resistance in parallel with a CPE impedance wich is coresponding to a demi cercle in nyquist plot.

in electrochromic layers there is a linear bihavior in very low frequencies beyond the linear behavior due to difusion, why this linear curve has been modeled by a capacity distribution CPE?
