I think that you might need to provide some definitions! What distinction are you making between active and labile?
What is the operational definition of active?
The usual operational definition of 'labile' is the fraction that exchanges rapidly with a spike, e.g., of 32PO4.
My concept of stable includes nonexchangeable inorganic P, e.g., released by oxalate, plus organic P

But I found in many model like SWAT and EPIC, inorganic phosphorus in active pool can be transfered to stable pool, but inorganic phosphorus in labile pool can only be transfered into active pool, and cannot be transfered into stable pool directly. I do not know why.
Such flow charts are typically used to emphasise a particular point relevant to the study and for all I know these two figures may not be independent. And one or both may have been drawn by students rather than experts.
I don't envy your position. The literature on soil P is huge and most is not worth reading. Find some top authors and read their work.
What is it you want to understand/study?
The following paper gives a comprehensive picture of the P fractions and their relationships and their dependence on soil and environmental factors/conditions..As understand active pool is not a part of usually followed fractionation schemes.
