Eg: If steel is having a Young's modulus of "x" , then whatever we make geaometries with steel say it to be a hollow pipe or a solid rod the young's modulus of steel remains same as"x". then why does CNT have different young's modulus for different wall thickness.

Young's Modulus is defined in terms of material volume so Steel is defined from a bulk volume and then this modulus is taken for the pipe. This idea of bulk volume kind of breaks down when you go to nano objects, where the volume is no longer clearly defined. It is possible that with the decrease in the wall thickness, structural changes occur. In common, any organic material with bulk thickness has very different properties as compared to the same material at a lower thickness. You might need to look at the structural alteration via techniques, like SEM.
