You should characterize the substrate's permittivity and loss tangent (using ring resonators for example) to find the correct values and use those in the design. Another quick way is to check what permittivity in simulation makes the antenna resonate at 5.86 GHz, and that's likely the value you should use.

As mentioned above the simulated and the actual dielectric constant and loss tangent are not exactly equal. However, we can consider the antenna dimensions appeared to be a little bit smaller than the simulated one so that the antenna resonant frequency is shifted up. This may happen because of the used CNC engraving machine. Therefore, you have to give the CNC machine antenna dimensions a little bit more than the simulated one (about 1mm or less).
