NASA abandoned the space program on moon in our neighborhood since 1975 whereas Mars exploration currently goes on around 100 million kilometers afar.The extensive efforts are being done using various well equipped rovers.
In my point of view, the establishment of a space base on moon remains high priority to be more reasonable than starting Mars program.
Why do not similar rovers explore the moon surface? Why is not there any systematic lunar mission program?
This is my own opinion. The Mars is much prone to live on because of strong trace of water and having a sort of appropriate atmosphere that can be used for planting. contrarily, the moon is too improper for living owing to very weak gravity that can not keep the air and so on
Technically, rocket launch from a moon base to outer space is much simpler and more efficient than launching from earth mainly due to very weak gravity of moon!!

but we all know, all the researches of scientists in the field of space, aren't only for the future human living program...
Actually, carrying stuffs from the earth to the moon entails staggering sums that makes it unaffordable. There is not only the technical items involved here I think. Plus, what we need to go through the space. Two spacecrafts were dispatched in 70s to explore the infinity. I think they are looking for the new methods to seek the sky. I've heard sth about space-time parachutes!! These won't rely on the common routs to launch the projectiles. Profound relativistic notions are utilized here!
It is much more efficient to to establish a permanent lunar base than orbital space station around earth. A serious question: Why was lunar exploration abandoned by NASA ??
Return to moon is essential because:
1-There is no atmosphere in moon and no signal interference , therefore an ideal location for optical telescopes and space observatories.
2-Lunar samll gravitational field provides a suitable place to establish a lunar base as an intermediate station for launching efficient rockets of remote space missions.
3-Mining exploration: What types of elements are available in moon? Is in better to send the mining rovers to moon surface for digging the moon layers deeply?
4-Space center of tourism: It may be a pleasnant travel for rich and advanturous tourists opening the moon economy.
I wonder why NASA has not planned to return back moon??!!
For majority of the aforementioned reasons this plan doesn't sound rational. Lacking of atmosphere means welcome stray asteroids! Plus, you can not talk to each other for the same reason. It wouldn't be delightful using auxiliary devices particularly for holidays! Hence, this idea cannot be heated again.
Hubble Telescope on moon sounds to be more efficient than an orbital Hubble?
There were several orbital space tourists so far. Why not similar program on the moon?
Space mining is one of ultimate target in space exploitation. In this case, the neighbor moon looks like much more attractive than far Mars. It is not meaningful without erection of a lunar base at first.
Presently, NASA plans a probe landing on a comet surface to investigate the constituents.
Has NASA obtained the entire knowledge from moon soil , its constituent and the possible moon anomalies etc?
Did NASA finish all knowledge from moon during 7 lunar missions and it is necessary to meet moon again ? !!
Is not imperative further moon exploration? Is not it in contradiction with routine research programs.
and now NASA has started more advanturous plan to explore solar system, comets, outside solar system etc?! leaving incomplete previous attempts.
It is not a scientific method and a persistent continual approach.

The far side of the Moon is shielded from radio transmissions from the Earth, hence it is considered a good location for placing radio telescopes for use by astronomers. Moreover small, bowl-shaped craters provide a natural formation for a stationary telescope.
NASA or other space agencies may plan to establish a lunar base in the back side of the moon. I wonder why there is no plan to come back moon !?

The importance of Moon will become important as the India, China, Russia (Europe Union ?) will forces their presents in Lunar expeditions... My presumption is NASA continued their lunar expedition (but it is secret)…
