Could you, please, explain me better why do we even need TOA reflectance or radiance if it's not an atmospheric correction?

I understand why we cannot use DN values while comparing, for example, NDVI-indexes for 2 images. But for me it seems a little bit senseless to implement only radiometric correction, though atmospheric correction (like dark object method) looks quite time consuming.
