The title you have mentioned is very general and it is hard to be accepted. You need to focus on a problem first and then give it a try.
collaborate with any well known scientist in this field, include his name with the consent, send it for review by the expert and then submit
I think Mushtaq's answer is sadly very likely to be right. I you are not from a very well known institution then you will not be high on the list of acceptable contributors. You could probably get anything published in some very dubious and almost unknown journals, but that is not what you should be aiming for. Best wishes with your work!

@Pouria Ahmadi Yes maybe, but when it's about Algeria, I think there isn't a lot of study about renewable energy and economic growth in Algeria. If I may speak for myself, I found only 1 or 2 study with old data and it spoke only about electricity renewable energy
As your papers were not accepted, it is quite probable that it is because of not only the fact that you are unknown, but that there is a mismatch - for example, the journal you want to publish in has a slightly different focus. I would definitely NOT take the advise of Mushtaq Ahmad - no offense implied - to try to "recruit" a more famous scientist. I. would call that cheating, in fact, and you do want to stand on your own two feet.
