Why are the forbidden d-d transitions so commonly observed in octahedral complexes?

Although the d-d transitions in octahedral complexes neither obey the Spin rule nor the Symmetry rule, yet they are generally observed in the electronic spectra. Pls. cite at least three reasons to explain this anomaly.
