Why was the technical grade of chlorantraniliprole used and not the formulated product? What was the rational/justification for testing the technical grade?

I was asked this question during the revision of my manuscript. I what to know the rationals to justify this statement. My justification was, “Because we want to assess the toxicity of a specific chemical, while in the formulated pesticides active ingredient is accompanied by an inert material which usually also cause synergism. Technical grade powder of pesticide is used to confront this problem”. How much are you agree with this justification?
