Excuse me answering a question with a question, I'd like to understand the problem better before hazarding a view: is the work you are describing about the way health care work is done 'logistically' rather than the scientific/medical basis for procedures?
If so, it is incredibly important it is published and shared (in my opinion), but might not be seen so in some circles.
Finding alternative, credible places to publish might be advisable, at least in the first instance, to get more of this work out there and discussed with expert review and feedback. Journals centred on 'Operations Management', or 'Systems Analysis' might be worth considering?
