I had the good fortune of hitting on a consistent answer twice.
First, I stumbled on Zwicky 1929 after I had re-discovered his result in 2003 jointly with Dieter Fröhlich and Normann Kleiner. (This eventually led to the new fundamental sister discipline to Thermodynamics which we called Cryodynamics.) Zwicky had found that the cosmological redshift is due to gravitational interaction, just as Cryodynamivs later confirmed and proved.
Second, I independently of that had tried, starting decades ago, to better understand the young Einstein's intuition. Eventually, we found that his "equivalence principle" is even more powerful than he himself thought in the absence of quantum mechanics which confirms this fact. Specifically, the gravitational redshift which he discovered by sheer visualization out of the blue sky, is accompanied by a proportional rest mass reduction downstairs, as is easy to verify. The accompanying size increase (via quantum mechanics) then entails that c is actually conserved downstairs in a global fashion.
Both results if true independently rule out cosmic expansion. So Zwicky was right. And 89 years of physics history have become a big blemish -- something which never happened before in modern science.
This obviously is a maximally "a-priori unlikely" situation. I apologize to you for my defending it here: If you believe me to the extent of verification, you will have three generations of hateful enemies to live with.

Thank you for your great question.
For a long time I thought the surrounding objects of a low mean temperature could be the reason, as anticipated in the 19th century by Guillaume. But I then learned that this could never explain the high intensity of the observed radiation.
My current explanation is that indeed the whole infinite stationary cosmos has this mean temperature everywhere.
