There are many phases as you suggest to consider, or that may be included, and it is hard to tell what is included in the various elements. If not included; planning and forecasting - meteorologists, hydrologists, geomorphologists, engineers with appropriate rainfall and flood frequency analyses, floodplain delineation; — early warnings - evacuation, draining or lowering dams before storm to have more storage capacity during storm; rescue - and structural maintenance as pulling debris from blocking culverts or bridges to avoid failure; road closures for safety; relief and restoration efforts following flooding; communications during flood; public safe zones or locations; decisions and communications concerning reservoir management; damage assessment team and reports; process for funding various operations; designating who is responsible for the varying levels of decisions, operations, etc. Due to potential for substantial liability, review by licensed engineer and approval by designated responsible agencies and decision makers would be helpful. The modeling could be general or more specific to hydrologic units or urban centers.

This is the review: They have identified integration of recipient in flood risk management model development as a basis of future planning and management process. They have developed advanced methodology to enhance the role of recipients in the modeling process and learning process and evaluate successfully in two case studies. Then the paper has given a very high weight to the model (development) and recipient (input) integration for practical decision making. However, the important of interaction between decision makers and recipient is discussed vaguely.

Those stakeholders are the system maintenance teams, as you indicate through ".. pulling debris from blocking culverts or bridges to avoid failure; road closures for safety; relief and restoration efforts following flooding ". I know you did not mean that, but you highlighted such requirements - interesting !. When software tool development we totally forget those people who may not make decisions and may not suffer from the decision both. But they are the people who should activate the decision. Eugene A. Simonov Thanks for the interesting work summary. Yes trans-boundary IWRM is very important as it needs the collaboration. The most important to me is how the government treat local stakeholders, the subchapter "Incentives for the local population". I feel its a fashion of rich people to construct country house, but according to the report all are unauthorized construction. That means even the rules are for people's security, they violate it, that means we did not understand the requirements and concerns of the real stakeholders of the flood. Then my developing argument is we should cater it from the very beginning, at the hydrological modelling level for flood management.

You are right. You may add water resources department, power producing authorities, like NHPC, NEEPCO etc or any other reservoir operating agencies in the area under 'Recipients'.

I am working as a consultant for WRD, Assam. The department receives the model outcomes (prepared by NESAC) during flood time and takes action based on it. The department was a part of the decision makers during formulation of the model and one of the end users too.
