International IEEE/Springier Conference is relatively better. But why should we focus too much on the journal reputation. It is high time that our work should stand out by its own merit rather than points awarded by one or the other agency to the journal. An ideal journal should have wide circulation so as to reach to a wider audience.
It seems that what is important is the quality of the paper rather than the place of publication. Also, a conference paper does not have the same status as a journal paper,. A journal paper is refereed , and its appearance is final, since it is not expected to appear in another medium. A conference paper could appear later in a journal.
