Which radius of a cylinder should be used to calculate folias factor for axial crack in a cylinder?

I want to calculate the critical crack length for axial crack in a cylinder based on fracture toughness. For that I need to calculate folias factor. I want to know which radius I should use to calculate folias factor: mean radius or inner radius?
