Thanks Kalidass for your response! I was asking on an updated study or survey of the rare, threatened and endemic plants in Europe. Council of Europe listed these species 1982 and European Red list of vascular plants is published in 2011.
in addition to the mentioned reports, you can also see the PhD thesis of Ines Bruchmann and its errata - http://www.zhb-flensburg.de/dissert/bruchmann/
You can also check this site that gathers a list of checklists and floras - http://www.bgbm.fu-berlin.de/idb/botflor.html#feurope - or search for other national databases or checklists (e.g. http://www.flora-on.pt/ and https://bibliotecadigital.ipb.pt/bitstream/10198/6971/4/2011%20Checklist%20da%20Flora%20de%20Portugal.pdf from Portugal)
The endemism concept is linked to a given geographic area. So, before answering the question is necessary to determine the geographical concept of Europe. To precise the boundaries of the Europe you can consider the limits of Flora Europaea. Otherwise , you can take as a reference the list of IUCN or the Council of Europe one.
