You need an adequate leaching test (this chapter provides some good descriptions of leaching tests: https://www.sciencedirect.com/science/article/pii/S0166111697800209#:~:text=Leaching%20tests%20are%20done%20to,approximate%20the%20actual%20disposal%20site ) along with an adequate test procedure that can accurately analyze the leachates. Inductively coupled plasma mass spectrometry (ICP-MS) can be a good candidate. It depends on what is the chemical and elemental nature of the "nanoparticle power waste material" in question. There are a plethora of nanoparticles that have been produced, varying from radioactive and extremely hazardous to much less harmful nanoparticles.
