Sometimes when I opt to submit my article in a suitable journal, I find that an apparently new journal (after 2017) showing Q1 rank in Scopus database but has a pretty low IF. But a Q2 journal from the same field has much appreciable IF (~4). In this regard, I would like to know if the first one is some sort of predatory or not.

The best way to submit is to a journal in your area of research. The Q1 and Q2 have a tendency to change over time. I remember submitting an article to a journal that did not have an impact factor yet, and was considered less than Q4, and in few years this journal became a Q1, at the top of its category.

My approach would be to go for the Q1 journal… it is more useful to impress people on your own field. People who do not understand your special field so much might be more impressed with high IF. Most of the time I only have contact with people in my field. We all know the good journals in our community. The approach mentioned by Avishag Gordon is a bit more speculative, like buying shares! It sounds like a high risk, high reward system!

The points raise by Dr. Lee are interesting, but as said "People who do not understand your special field so much might be more impressed with high IF" this sentence speaks for itself, since people who do not understand the field cannot judge the field's IF in an informed way.

There is an apparent contradiction in your example. A Q2 journal cannot have a higher IF than a Q1 journal, at least not when you compare the right thing. Have a look at the enclosed file and you see that Q1, Q2 etc. are given to a specific category (so more specific than a field).
Take for example “Polymer” this is Q1 journal (impact factor 4.43) in the “POLYMER SCIENCE - SCIE” category, while “Polymers for Advanced Technologies” is a Q2 journal (impact factor 3.665) in the “POLYMER SCIENCE - SCIE” category.

I agree with Rob Keller as your question seems to be a non-existing dilemma, bacause IF_Q1 journals > IF_Q2 journals, provided that both journals belong to the same field of science. Otherwise, it is worth following the publication strategy that your employer expects. In my country 6-8 years ago, the impact factor was the most important performance indicator, but today the main emphasis has shifted to papers published in Q1 and even D1 journals.
